CARICAD - The Caribbean Centre for Development Administration- was established by an Agreement signed by CARICOM member states in 1980 as a regional inter-governmental organisation to assist governments in upgrading their managerial capabilities for public policy analysis, implementation, monitoring and evaluation of public sector reform programmes.
