PREVAL Phase I and Phase II ran from 1995 to 2004 through an agreement with IICA, the Inter-American Institute for Cooperation in Agriculture, headquartered in Costa Rica. Its main aim was to strengthen Latin American and Caribbean countries technical capacities in evaluating poverty alleviation projects.
